What is SCAQMD and Rule 1403

South Coast Air Quality Management District (SCAQMD), governs asbestos emissions during demolition and renovation activities in Southern California counties, including Los Angeles, Orange, Riverside, and San Bernardino. Rule 1403, from the South Coast Air Quality Management District (SCAQMD) requires notification, survey, and work practice requirements to prevent asbestos emissions. Essentially, it’s about controlling asbestos exposure during construction projects.

Key aspects of Rule 1403:

  • Notification: Demolition or renovation projects involving asbestos-containing materials (ACM) must be reported to SCAQMD.
  • Asbestos Survey: A pre-project asbestos survey is required to determine if ACM is present.

According to Rule 1403, an asbestos survey is required prior to the start of any renovation or demolition project, regardless of the age of the building or the size of the project, in order to determine the presence of asbestos-containing materials.
  • Work Practices: Rule 1403 outlines specific work practices to prevent asbestos emissions during removal, stripping, or any disturbance of ACM.
  • Training Requirements: Contractors and workers involved in asbestos removal or renovation must meet specific training requirements.
